Everyone knows how it should be done, but it is written down nowhere and it gets done differently every time. When someone takes leave or resigns, it shows up in what you deliver.

The rules arrived in stages, some of the dates have moved, and it is hard to see what applies to you. So the decision gets postponed, and nothing happens in the meantime.

I keep track of which role you hold in what you put into use, and what that role asks of you. It makes the question concrete enough that it stops being the reason to wait.

We talk. I ask about what the form did not cover, and we agree what gets measured and what that number is today. You also find out when I can start and how long I expect it to take.
You get a proposal setting out what you get, when you have it, and what it will be measured on. The solution itself is only laid out in detail once there is an agreement. That is not secrecy, it is the only way to make a proposal free of charge without giving the work away.
Scope, timeline, measurement points and payment schedule go in writing, along with who owns what gets built. That is you. The payment schedule is agreed at the same time, and part of it does not fall due until the two rounds of revisions have been done.
I build it. You see the thing itself along the way, not a report saying work is happening.
The system goes into use, your people are taken through it, and there is a written description of how it fits together that someone other than me can read.
Two rounds of revisions are in the agreement, and they come after you have used it in a normal week. That is when it becomes clear what is missing.
Once it is running, we can agree that I stay with it, either as someone you can call on, or as the person responsible for keeping the system running. What that covers is agreed up front and written into the contract. It is not a condition of starting.
